Job Description:

Duties--- Serves as the principal advisor to leadership, organizations, and populations serviced by the FSS Commander on human services matters--- Establishes, defines, and implements requirements for Airman and Family Readiness programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.--- Plans, organizes, and oversees the activities of the Airman and Family Readiness Flight--- Supports and participate in quality initiatives by establishing marketing strategy and public relations programs to ensure target populations are informed of services and programs on- and off-base agencies--- Exercises supervisory personnel management responsibilities Requirements Conditions of Employment--- U.SCitizenship Required--- Males must be registered for Selective Service, see www.sss.gov--- This is a Centrally Managed in the Force Support Career Field--- If authorized, PCS will be paid IAW JTR and AF RegulationsIf receiving an authorized PCS, you may be subject to completing/signing a CONUS agreementMore information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/--- This position is subject to provisions of the DoD Priority Placement Program--- Disclosure of Political Appointments--- Position requires employee to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status--- Employee may be required to travel on military and commercial aircraft for TDY or conferences--- Secret Clearance is a condition for employmentThe employee will be required to maintain a Secret security clearance--- This is an OBLIGATED POSITION to which and employee has return rightsUpon the employees return, incumbent could be subject to reassignment--- This is a TERM POSITION NTE 27 July, 2027The individual selected for this position MAY be extended without further competition Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science SeriesBASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcriptsOR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcriptsOR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the fieldNOTE: You must submit a copy of your transcriptsIn addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systemsExamples of specialized experience include: Knowledge of a wide range of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields as well as of community services, locations, and availability to serviced populationsKnowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques for application to issues or studies concerning the efficiency and effectiveness of program operationsKnowledge of pertinent laws, regulations, policies, and precedents which affect Airman and Family Services programs and important issuesNote: You must submit a copy of official transcriptsFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligibleOne year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 levelTIG applies if you are in a current GS position or held a GS position within the previous 52 weeksNOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirementsKNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1Knowledge of social services delivery systems as well as a wide range of concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields2Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options when frequently there is difficulty in determining clients' needs or wants or in convincing them to accept that problems exist3Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families, leadership of organizations, and with program representatives and officials4Ability to assess and measure organizations' trends, concerns, and needs;
