Under limited supervision, this generalist position performs the full range of professional, analytical personnel work in recruitment, benefits, employee and labor relations, and classification and compensation; serves as a resource for supervisors and managers on personnel matters; performs related work as required. Provides guidance to supervisors and managers in human resources related areas such as class and compensation, labor and employee relations and recruitment. Conducts job analyses to identify knowledge, skills and abilities required to perform jobs; prepares reports by collecting, analyzing, and summarizing data and trends. Assist with the recruitment process using standard recruitment and hiring processes. Assist with labor relations related issues; may attend union negotiations; participates in following up meetings; prepares reports, notifications and other necessary documentation. Assist in maintaining the Court classification plan; conducts field and desk audits of Court positions; evaluates positions in context of existing classification plan; writes or modifies class specifications; determines essential job functions; conducts compensation studies as assigned; recommends salary for certain classes;. Prepares, maintains, updates and monitors personnel databases, systems, and related reports; monitors benefits and HRIS database and prepares system and other related reports and correspondence. Responsible for the administration of benefit plans and services; provides benefit assistance and information regarding benefit selections, COBRA, retirement, extended leaves, and family leave. Conducts workplace investigations and gathers data regarding procedures and surrounding circumstances prepares summary of findings and recommendations. Responds to employee relations issues according to state and federal laws and union/labor contracts; ensures that legal and regulatory requirements are met to minimize exposure to liability for the Court on employee relations matters. Conducts trends analysis and develops resulting recommendations. Prepares reports, proposals, manuals, polices, procedures for the Court; prepares correspondence, charts and reports; designs forms, training aids, checklists, and articles for dissemination of pertinent information. Reviews, analyzes, researches, and monitors legislation with an impact on personnel issues; benefit administration; researches personnel guidelines, rules and law to respond to inquiries. Establishes positive working relationships with representatives of outside organizations, state/local agencies and associations, vendors, Court management and staff, and the public. Complies with all existing governmental, labor laws and government reporting requirements including the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA) , the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor , worker compensation , the Occupational Safety and Health Administration (OSHA), and so forth, to maintain minimal company exposure to lawsuits. Facilitates in-house employee training and new employee orientation. Performs other duties as assigned. Requirements Education: Equivalent to graduation from an accredited college or university with a Bachelor's degree in public or business administration, personnel/human resources, industrial and organizational psychology, or closely related field. Experience: Four years of progressive experience in human resources administration with high level focus in at least three or more of the following areas: recruiting, benefits, compensation, training, HRIS, safety, employee and/or labor relations. Possession of one of the following Human Resources/Personnel Management Certificate programs highly desirable: PHR, SPHR, SHRM-CP and SHRM-SCP. Substitution for Education: Graduation from Riverside Superior Court's Workforce Development program can be substituted for up to two years of education.
