ABOUT THE POSITION

The County of Riverside's Facilities Management department has a vacancy for a Principal Real Property Agent. The incumbent will be assigned to the Real Estate Division and will plan, organize and direct the work of professional staff engaged in commercial real estate transactions. Transactions will include leasing, acquisitions, dispositions, right of way acquisitions, eminent domain proceedings, property management, negotiations, contract formation, appraisal processes, title and escrow processes and pursuit of the necessary board approvals for County Real Estate projects.

The Principal Real Property Agent will also be responsible for the more complex projects and transactions including but not limited to completing Public Private Partnerships (P3 Projects) in Real Estate Development and tenant improvements and construction.

The department desires candidates who are demonstrated team leaders with proven success in commercial real estate transactions.

Competitive candidates will have experience/skills in the following areas:

* Right of way acquisitions with experience in the eminent domain process. * Formulation and review of real estate budgets. * Experience in Excel, Access, and PowerPoint. * Demonstrated coaching and mentoring skills. * Public sector commercial real estate experience. * Experience in initiating and completing Public Private Partnerships (P3 Projects) in Real Estate Development. * Experience in public sector board proceedings and experience in presenting Resolutions of Necessity.

Riverside CountyDepartment ofFacilities Managementprovides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.

EXAMPLES OF ESSENTIAL DUTIES

* Assists in the preparation of the departmental or agency budget by compiling and analyzing data on staffing, support resources, and program needs within the assigned division/unit. * Assumes responsibility for a variety of personnel activities including selection and training of new employees, staff development programs, performance evaluations, and disciplinary actions. * Develops and maintains operational procedures for use by staff; maintains working relationships with federal, State, and local agencies, County departments, community groups and private-sector businesses and developers. * May negotiate, administer, and monitor contracts and agreements. * Provides technical advice to businesses and developers, County departments and staff. * Plans, organizes, directs and coordinates, directly or through subordinate supervisors, the activities and work of real property agents; schedules and assigns work based upon workload and priorities; monitors and coordinates work to ensure timely completion. * Interprets and explains policies and procedures to staff and other departments; conducts special investigations in connection with lease, sale, or purchase of real property. * Prepares or supervises the preparation of property descriptions, appraisals, deeds, transfers of ownership, leases, and other documents and agreements. * Prepares and reviews resolutions for board action; negotiates difficult agreements for the purchase, lease, or use of property; provides public information and resolves complaints. * Establishes, maintains, and oversees the current inventories of all County owned and leased real property and building space and coordinates utilization. * Conducts or supervises real property agents engaged in studies relating to facility space utilization or land acquisition statistics and analysis. * May plan, direct, and oversee the relocation assistance program; may determine current equitable leasing rates and leased space requirements. * May supervise the maintenance of current information regarding potentially available lease space for County purposes and forecast future lease costs. * Prepares correspondence and comprehensive technical reports.

MINIMUM QUALIFICATIONS

OPTION I

Experience: Two years of experience as a Supervising Real Property Agent with Riverside County.

OR OPTION II

Education: Possession of a Bachelor's degree from an accredited college or university, preferably with major coursework in business or public administration, behavioral science, social science, political science, urban studies, education, marketing, economics, environmental sciences, geography, or closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education up to a maximum of two years.)

AND

Experience: Three years of experience comparable to the duties of a Supervising Real Property Agent, with experience in: commercial real estate transactions; the appraisal and negotiation for the acquisition and disposition of real property and rights-of-way; and negotiation, preparation, and management of complex commercial leasing agreements and facility space utilization and allocation management. (General experience in real estate sales and transfers will not be considered as the equivalent of the required real property appraisal and negotiation experience. A Master's Degree in public or business administration, behavioral science, social science, political science, urban studies, marketing, education, economics, environmental sciences, geography, or a closely related field may substitute for one year of the required experience.)

Highly DesirableQualifications Include:

* At least 5 years experience supervising, leading, and training staff. * A Real Estate License. * Possession of a Bachelor's degree in a related or supportive field such as Business, Real Estate, Urban Planning, and Public Administration.

Knowledge of: Real estate development, entitlement process and commercial construction

processes. The laws pertaining to the acquisition of land, improvements, and rights-of-way for highways, flood control projects, and other public purposes; the factors involved in appraising real property and the principles underlying the appraisal process; real property values and the effects of economic trends on value, price and construction costs and improvements; condemnation and real property laws; State and federal right-of-way acquisition and certification procedures as they relate to local agencies; leasing agreements and practices; cost-benefit analysis; methods and techniques of facility space management; principles, methods, and techniques of supervision; principles of public administration and personnel management; and techniques of administrative and budgetary analysis.

Ability to: Conduct difficult property purchase and leasing negotiations and to supervise the preparation of complex land conveyance instruments and leasing agreements; supervise the interpretation of plats and legal property descriptions; perform difficult technical research and prepare comprehensive reports; establish and maintain cooperative relationships with public and private officials, the general public, and co-workers; plan, organize, coordinate, and evaluate the work of a division; train staff members; schedule, assign, and evaluate the work of others; assess program design and implementation; analyze issues and data, generate and evaluate alternatives, and develop effective courses of action; understand, interpret, and apply provisions of various governmental regulations, policies, and contracts; prepare and present reports and recommendations; establish and maintain effective working and public relationships; and represent the County effectively and negotiate with representatives of other agencies and firms.
