Responsibilities

The U.S. Secret Service is seeking retired (CSRS/FERS) individuals to support our integrated mission and immediately impart their knowledge and experience to the current workforce. If re-employed under one of 3 special hiring authorities granted to the Secret Service, annuitants are able to earn their full salary and their full annuity without penalty.

The USSS employs retirees with three (3) different dual comp waiver authorities:

  • National Defense Authorization Act (NDAA) (Nationwide):
  • Limited Number of Work Hours
  • No more than 520 hours during the first 6 months of retirement;
  • No more than 1040 hours during any 12-month period; or
  • No more than 3120 hours total during re-employment (lifetime limit).

  • Earn Full Annuity and Full Salary.
  • Earn Annual Leave and Sick Leave on a pro-rated basis (not applicable for intermittent work schedules).
  • This authority is for part-time or intermittent work schedules and has a yearly and lifetime maximum work hour limitation as stated above.
  • Individuals appointed before December 31, 2024 may continue their employment until they reach the maximum lifetime hours limitation when certain conditions are met.
  • Dual Compensation Waiver - COVID-19, GS-13 (Nationwide):
  • Earn Full Annuity and Full Salary
  • Earn Annual Leave and Sick Leave
  • Work Full-time, Part-Time, or an Intermittent work schedule (determined by supervisor)

  • All appointments under this authority will terminate on July 31, 2022.

Dual Compensation Waiver for APT Support Positions, GS-12 (Washington, DC Only):

  • Earn Full Annuity and Full Salary
  • Earn Annual Leave and Sick Leave
  • Work Full-time, Part-Time, or an Intermittent work schedule (determined by supervisor)
  • Receive Overtime (if on a full-time schedule)
  • All appointments under this authority will terminate on June 30, 2022.

The selectee will serve as a Physical Security Specialist in the Office of Technical Development and Mission Support, Technical Security Division and typical work assignments include:

  • Identifying, installing and monitoring unique or specifically tailored technical equipment, protection systems and devices utilized to gather evidence and document criminal activity necessary to acquire criminal targets and locations.
  • Performing protective advances and conducting surveys and analyses to identify how critical and vulnerable facilities or sites are and if there are any threats against them; adjusting plans and schedules; and developing acceptable alternative strategies in response to delays, sudden and/or major changes in itineraries or the introduction of critical intelligence.
  • Planning, organizing, documenting and implementing technical surveillance and mobile munitions countermeasures to ensure a safe environment for the protectee; and identifying specific requirements and correlating them with the planned movements of the protectee to ensure that necessary support and countermeasures are provided at the proper time and place.
  • Installing and maintaining intrusion detection and prevention systems, video assessment, and electronic access control systems.
  • Conducting fire and life safety surveys, evaluating fire protection systems, and implementing personnel evacuation plans.

Conditions of Employment If selected, you may be required to:

  • Obtain and maintain a Top Secret Tier 5 clearance. For more information visit OPM Mythbuster Page.
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • Submit to a polygraph examination prior to your appointment.
  • Possess a valid U.S. state motor vehicle operator's license and maintain a valid license while you occupy the position.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous and physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Successfully complete a 10 week Mixed Basic training course or submission of a waiver request to waive the training requirement.
  • Required to work in environments that involve risks of unknown hazards when performing protective searches of remote unsecured areas that may harbor unauthorized persons or environmental hazards, as well as the discomforts associated with working in hard to reach, dirty and hazardous areas of buildings, facilities and outside areas.
  • Required to be flexible to ensure mission completion which includes long hours with minimal breaks; subject to no control of the environmental conditions or schedule of operations.
  • Be subject to explosives handling and/or radio frequency (RF) exposure.
  • Requires regular and reoccurring physical exertion, such as long periods of walking, standing, bending, climbing, lifting and crawling and carrying heavy objects. Requires physical strength to carry heavy equipment and mental alertness for activities.
  • Submit a Financial disclosure report.

Qualifications

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

GS-12: You qualify for the GS-12 level (starting base salary $66,829) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as participating in the physical security of personnel and facilities through the development, installation, operation and maintenance of enterprise wide access control, video assessments, intrusion detection and other physical security systems; conducting technical surveillance countermeasure operations of protected facilities, monitoring electronic surveillance equipment, protective systems, and devices; and serving as a team member on an operational local, state or federal fire department, hazardous materials team, or military unit charged with responding to emergencies in the capacity of a Hazardous Materials Technician or Chemical, Biological, Radiological and Nuclear (CBRN) or Weapons of Mass Destruction (WMD) Specialist. (e.g. - Fire Department Special Operations Team Member, DOD Chemical Corps Personnel).

GS-13: You qualify for the GS-13 level (starting base salary $79,468) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as troubleshooting, maintenance and program management of electronic components and systems requiring advanced electronic theory and systematic problem solving; maintaining project management of systems and computer networks; and developing and implementing countermeasures programs for explosive and CBRN threats against personnel and facilities.
