ABOUT THE POSITION
The County of Riverside's Department of Veterans' Services is
filling multiple Veterans Services Representative I positions
located in Riverside.
Selected candidates will serve the department through assisting
veterans and their dependents with obtaining benefits from federal,
state, and local governments. The Veterans Services Representative
Iwill study and learn the laws, regulations, and operating
procedures governing veterans' benefits. The incumbents will also
screen veterans for benefit entitlements, advocate for the veterans
who are requesting benefits, assist them to correctly fill out and
submit proper Veteran Assistance forms, and help them submit
evidence needed for benefit qualification purposes. In addition,
they will conduct informative presentations for members of the
public regarding veterans' benefits and complete other duties as
The department desires candidates who have experience in services
and benefits that veterans qualify for; experience interviewing
individuals for the purpose of obtaining personal or medical
information from clients; and experience in public speaking
educating large groups of people. Candidates with possession of
either a California Department of Veterans Affairs (CDVA) and/or
National Association of County Veterans Service Officers (NACVSO)
certificate, knowledge of the process disabled veterans and their
dependents go through to obtain services and benefits; have
professional customer service, organizational, communication, and
writing skills are encouraged to apply.

EXAMPLES OF ESSENTIAL DUTIES
- In a learning capacity: interviews and advises veterans, their
dependents, and survivors concerning entitlement to benefits under
federal, State, and local provisions.
- Assists in the preparation and development of claims for
financial, medical, burial, and educational benefits; guides
applicants in the filing of appeals.
- Searches for, analyzes, and screens evidence bearing on
- Obtains affidavits, military records, birth, death, and
naturalization certificates, marital documents, and other
supporting evidence for claims; contacts lawyers, physicians,
clergymen, and others to obtain further supporting evidence.
- Assists in obtaining government insurance coverage and
benefits; develops applications for discharge upgrades.
Military Service: Possession of a DD Form 214 or equivalent which
indicates honorable service in the United States Armed Forces.
Education: Graduation from a recognized college with a Bachelor's
degree. (Experience which involved in-depth interviewing and the
securing of information from individuals in order to determine, on
the basis of laws and regulations, the acceptance, rejection, or
categorization of actions, may be substituted for the required
education on the basis of one year of experience for two years of

Ability to: Learn effective interviewing and record keeping
techniques; interpret and evaluate legal, medical, and other
evidence; understand laws, rules, and regulations; establish and
maintain cooperative working relationships with clients, fellow
employees, and the staff of other agencies; prepare clear and
