The Plant Engineer shall be the Contractor's primary point of contact with

the State for the purpose of assuring that the Major Systems achieve the performance


Functions: The Plant Engineer shall be responsible for evaluating routine and non-

routine activities and for advising the Contract Manager to assure that prudent

engineering and operating practices are being used. The Plant Engineer shall utilize

analytical chemistry, field measurement and field inspection data obtained from the

Major Systems to monitor and evaluate the performance of these systems. The Plant

Engineer shall advise the Contract Manager or designee about modifications to

operations and procedures that may be necessary to maintain or improve the safety,

effectiveness, and/or efficiency of the Major Systems. The Plant Engineer shall also use

this information to determine when the GAC systems at the three treatment facilities, the

ion-exchange resin bed at the CWTS, or any other treatment unit processes similar to

these, require periodic backwash or replacement.


The Plant Engineer position shall be full-time, 40 hours per week. The Plant Engineer

shall be available to work with the Contract Manager and/or outside consultants of the

State. If the Plant Engineer's services are not needed by the Contract Manager and/or

outside consultants, the Plant Engineer may perform other work as directed by the Site


Plant Engineer normal responsibilities include Document Review, may be required to

review site-related documents as they pertain to the performance of this contract and

planned upgrades of the Site facilities. Documents may include, but are not limited to:

reports, plans, manuals, technical specifications, SOWs, construction documents,

equipment specifications, data tables, drawings, piping and instrumentation diagrams,

electrical drawings, and/or other design drawings. Documents authorized for review

shall be documents prepared by Exhibit A Veolia Water West Operating Services, Inc.

Education and Experience: The Plant Engineer shall possess at a minimum a Bachelor of Science degree in Engineering from a college or university accredited by the Accreditation Board for Engineering and Technology (http://www.abet.org/) (ABET). The Plant Engineer shall be California-registered as a Professional Chemical or Civil Engineer. The Plant Engineer shall have had significant charge over the design and operation of an industrial wastewater treatment plant or a facility having unit treatment operations similar to those found at the Stringfellow Site for a minimum of five (5) years. The registered Professional engineer shall demonstrate completion of satisfactory educational training in, or work experience and knowledge of, topics in wastewater chemistry and industrial wastewater treatment, including principles of fluid mechanics, acid base equilibria, gas-liquid equilibria, pH neutralization, contaminant adsorption, metals precipitation, ion-exchange, and air-stripping. Work will be indoor and outdoor with occasionally being required to perform some confined space entry. Also including walking, climbing and sitting.
